Present: Anne Chen, Julie Hagelshaw, Kate Favetti, Nanette Asimov, Greg Clinton, Anita Theoharis, Greg Edelstone (arrived 7:12 p.m.) Meeting Convened: 7:05 p.m. I. Approval of Minutes of January 19, 2009 Action: Approve. Vote of 6-0 (Anita Theoharis/2nd Anne Chen) II.    Co-Treasurer’s Reports
A.  Account Balances-Grant Revenues continue to be greater than projected at this point in the fiscal year. Expenses are less than budgeted. Payment of $8,000 made to Gutierrez Garden Service for materials, supplies and labor on rehabilitation of the Upper Faxon Avenue Green. B.  Dues and Lien collections-Julie Reported that Association dues collection increased 1% since January, currently 86% of all properties. III.    Committee Reports; Newsletter-Nanette Requesting articles for Spring newsletter; General discussion on proposed articles and suggested future articles. Additional discussion on emailing option to distribute newsletter when upgraded software purchased and available. Anita reported on conference with Dragon on cost estimate and improving photos. Size of photos will improve photo quality. Nanette will talk to Erica. Common area maintenance: Anne Reported on tree health assessment by Richard, Davey Tree Expert Co., indicates that it is fungus. Discussion on broken cable on the Italian Stone Pine on the 400 block of Miramar and pine tree in the middle of Miramar Circle. Action: Approve replacement of the broken cables from the Italian Stone Pine on the 400 block of Miramar with a cobra system of flexible cables and trimming the pine tree in the middle of the Miramar circle. Vote of 7-0 (Anita Theoharis/2nd Nanette Asimov). C.  Planning and Zoning—Anita Reported on Henning house restoration and inaccuracies in 111 Colon project tracking by the Department of Planning. Also reported that the Board of Supervisors will be hearing proposed changes in Design Review process on February 22, 2010. D. Ocean Avenue Revitalization Collaborative-Kate Reported that the OARC was awarded a $79,000 grant by the San Francisco Office of Economic and Workforce Development for capital improvements on Ocean Avenue including fresh paint, exterior lighting new awnings, façade improvements, and, greening projects; 18 businesses applied to participate. Improvements will be phased in and will begin in March. 
IV.    Old Business Faxon Green upgrade:—Greg email-and, reviewed emails and going forward with plan. Lower Miramar (Miramar/Ocean) gate lights: Greg reported that he called PGE but hasn’t heard back. Greg will follow-up with PGE. Anita will follow-up with Gretchen Sommerfield on replacement of bulbs for the Upper Miramar (Miramar/Monterrey) gate lights. Audit: Grant reported on discussion with the Board accountant. The Association is required to have audit if annual dues exceed $75,000; Will cost $3,000 every 3 years for CPA to perform audit. Miramar Circle improvements: Anne will talk to Davey Tree Expert Co. about trimming tree in circle; Tree can potentially grow to 80 feet. Discussion on possible plan continued to March meeting. V.    New Business Julie updated Board on functionality of Excel and new software. 1555 Plymouth – no action taken Budget: Grant presented proposed Fiscal Year 2010–11 budget; General discussion on proposed budget and priorities.
