November 17, 2009: 45 Pizarro Present: Anne Chen, Grant Edelstone, Anita Theoharis, Kate Favetti, Julie Hagelshaw (8:00 p.m.) Meeting Convened: 7:05 p.m. 1. Approval of Minutes of October 20, 2009 2.   Co-Treasurer’s Reports
A.  Account Balance - Grant Effective November 17, 2009 revenue is greater that projected at this point in the fiscal year. Expenses following normal schedule and consistent with forecasted projections. Dues and Lien collection – Julie Association dues collection remains at 84% payments in full. Also gave an update on liens to date. 
 3.    Committee Reports Newsletter—Nanette Finalizing Newsletter with Erica. B.  Common Area Maintenance—Greg Grant reporting for Greg. Baltazar dug “wells” around trees; bill not yet submitted. Baltazar expressed some concerns regarding the health of a couple of trees. General discussion on tree issues including pine tree diseases specific to San Francisco. Several recently added FUF trees that both FUF and Baltazar tried to save by re-staking and additional care still failed--replacements needed. Concern that some areas like upper Plymouth green looking bare, with gopher wire exposed. Need Baltazar to cover with additional mulch. For upper Faxon Green, discussed Davey’s concern over sod and watering too close to remaining tree and their recommendations-like we did on Miramar or lower Faxon with dirt/border/low water plants surrounding tree base. Anne will contact Davey Trees and coordinate with Baltazar regarding concerns. Action: Replace dead tree(s) for not more than $500 (Motion Anita Theoharis/2nd Anne Chen) Vote of 4-0. Lights out on gate at bottom of Miramar – Greg Clinton requested Grant Edelstone contact electrician who has completed review – Grant reported that electrician will need a minimum of 2 hours of work but no guarantee repair will be successful. May need to find a new source of power - solar a possibility. Grant will consult with the Bob & Christine Boles on solar possibilities. Planning and Zoning – Anita 185 Westwood Drive – the Henning house white colonial just sold. Numerous neighbors contacted Anita Theoharis because of the magnitude of the work being done. Some expressed fears that the house was being torn down. Anita contacted the Department of Building Inspection and filed an inquiry . An inspector visited the site today to investigate. Anita will follow-up on the results. To date no further information on the 1490 Ocean Avenue development. Anita will check into the status. OARC - Kate Reported on community meetings held to date on the Phelan Loop development; the Golden Years store relocation; and, other store relocations and new businesses. Art Walk scheduled on December 11, 2009 – will include Tree Frog Trex and local artists. 
4.    Old Business Faxon Green upgrade—Anita Action: Extend photinia leaving openings for entry in place of proposed benches approved 10/20/09 on upper Faxon Avenue green pending overall landscape plan and discussion in the Spring. (Motion: Anita Theoharis/2nd Anne Chen) Vote of 3-2 (Grant Edelstone and Julie Hagelshaw dissenting). 1250 Plymouth—Anne Notice of violation with 14 items to be fixed issued September 16; Dumpster installed today – it appears the property owner is in process of cleaning up property. 5.    New Business CPA audit – Anita: part of best management and good fiduciary practices – good to have independent audit. Grant Edelstone to consult with CPA on how to best structure financial statements and frequency of audits; and, the extent of the audit as well as the cost. 6.
