Westwood Park Association Minutes of monthly meeting 5/24/07 The meeting was called to order at 7:20 p.m. at 45 Pizarro. Roll Call: Present: Greg Clinton, Anita Theoharis, Julie Hagelshaw, Nanette Asimov, Grant Edelstone, Anne Chen, Asa Williams Absent: Community members: Robert Diohep, 90 Hazelwood Robert Stark, 90 Hazelwood David Najman, 100 Colon Margaret Reed, 41 Westwood Hugh Byrne, 1448 Plymouth Mohammed Hijazi, 50 Eastwood David Melamed, 35 Valdez Stephen Theoharis, 45 Pizarro Kathy Beitiks, 85 Hazelwood New Business: Planning and Zoning: Anita Theoharis 111 Colon Ð Anita 111 Colon Avenue Approval/Disapproval of Proposed Vertical Addition Mr. Joseph Railla, Architect for the project sponsors gave a presentation. He stated that he disagreed with the WPA Design Review that stated "The vertical addition component of the design is more a more problematic element of the proposal." And "there is a uniformity of building height and massing that accentuates the low density of the single family homes by emphasizing light and air within the neighborhood." Residents Robert Diohep, Robert Stark, David Najman, Margaret Reed, Hugh Byrne, David Melamed and Stephen Theoharis all expressed concern regarding the negative impact a vertical addition will have on the surrounding properties as well as setting a precedent for the Westwood Park subdivision as a whole. They all agreed that this project would change the unique neighborhood character of Westwood Park and did not conform to the WPA Residential Character District architectural requirements. Anita Theoharis explained the background of the WPA Residential Character District and showed a map of the 685 homes that detailed the various building story heights. All board members agreed with the WPA Design Review of the project and the neighbors' concerns. Motion made by Anita Theoharis, seconded by Anne Chen to disapprove the proposed vertical addition and approve the horizontal aspect of the proposed project. If a larger horizontal addition is proposed, the design must be reviewed by WPA. 54 Eastwood Drive - Mohammed Hijazi. Notice of violation at 54 Eastwood. Has converted to 3 units. Provides photos. He has no more view out kitchen window. It is now just a wall of sheet metal. Mr. Mohammed will take legal action. Anita went through permit history and it is a very strange history. Anita will write letter to chief building inspector and ask them to explain what is going on. Anita and Mohammed will work together to try to solve this situation. Bob Stark Ð Vertical, units and parking Ð 3 issues that people are concerned with. Several neighbors have completely paved their front yard. One neighbor has a truck stored in the yard. Greg Ð help us brainstorm and come up with a good system to enforce these issues. Try to arrange a hierarchy of people to help out with this. A "committee taskforce". New map of Westwood Park Ð Hugh Byrne Hugh brought new map that he created from aerial photos. It looks amazing! Can be blown up and more data can be added to it. Approval of Minutes of April 17 Moved by Grant Seconded by Anita Passed unanimously. Co-Treasurer's Reports: Account balances provided in report from co- treasurer, Grant Edelstone as follows: Checking: $956.90 6 month CD: $30,000 Maximizer: $38,500 Total: $69,456.90 Dues and Liens: Julie Hagelshaw 68% of residents have paid. Committee Reports: Newsletter: Nanette Asimov Next newsletter will come out before picnic and add article on paving and "Neighborhood emergency numbers." Common Area Maintenance: Greg Clinton Work days will be July 14 and 21. Old Business: Set-back parking Ð Greg We will put together a taskforce. 1250 Plymouth Ð Greg Spoke to city attorney. Two kinds of nuisance: public and private. In terms of private nuisance neighbors could file a suit. As far as public nuisance there is not a whole lot that can be done. Safety violations will be logged with Kathy Pubill. 150 Eastwood Ð Anne Will call to check on the status of this. There is a second notice of violation. Welcome package Ð Asa Have CDs/ DVDs. Will get letter from parent's group. Should include something in package about the unique character of neighborhood and maybe FAQs. Will get revised version from Greg. Database Ð Julie Converting and in dialogue about this. New Business Annual meeting date Ð Anita September 22nd is proposed date. Email list Ð Greg Very careful with what we put out to the neighborhood email list. Julie Ð we shouldn't do the school fundraiser advertisements because it'll be too many if everybody will want to send. Also include notice in newsletter to sign up for email list.
